For the third consecutive day the ceasefire hold in Ukraine. It seems that the Russian President Vladimir Putin has an important factor on Western response on Kiev to implement the Minsk agreements. These agreements are similar to Geneva Conference for Syria because they are mysterious and cannot be applied as long as each party has its own interpretation. We reach to an agreed interpretation when we have the balance of power.
