Gradually, the new balances on the international and regional arena become clear. Washington decided to be out of the war policy to avoid the worse, it surrendered that force cannot effect on policy. Now, Washington accepts the partnerships with opponents whom confronted them in four years ago. Washington has acknowledged with the Russian and Iranian role by these partnerships and other partnerships which are inalienable right and not negotiable for Russia and Iran. There are some events indicate the understandings, this events are: the agreement on chemical weapons in Syria, and returning to the negotiation with Iran. These were in conjunction with the wars and roles through the US escalation. The escalation is by the increasing of the Ukrainian crisis on one hand, and the war in oil prices on another. These events also include the expansion of Daash and insisting on a settlement in Syria without the President Assad, as a symbol of sovereignty and independence. Now, it tries to recompose on the basis to divide it to external loyalties. It will offer a section for each of Russia and Iran.
