The fault of extension …. Crime of 17th of May
Written by Nasser Kandil,
Day after day the forces of Eighth of March discover that they were exposed to a perfect studied deceit by accepting the extension of the parliament, and putting the rules of managing the crisis by the illusion of consensus, It was sure that the extension under the pretext of security and political condition in Summer 2013 was a kind of luxury which was unjustified, and a kind of a surrender for the theory of “ To be away from problems “ this theory is proved to be in politics different from the relations between friends and couples, “To be away from problem” in politics means a deceit, who does not remember this fact is committing a fault.
There are forces which think, study and seize the threads of game from the abroad; they know what they want, therefore, when the data becomes available for them which says that the parliamentary elections on time will create opportunities that lead to the complexity and produce unknown that it is not necessarily to be under control, then they keep for its inner groups a small piece of paper on which is written “ the extension” but this parliament depends on the consensus for its exact balances, and this is the interest of all in these accurate regional circumstances. The presidency is in its way, but it needs consensus, thus the best parliament deserves presidency elections, so take your speech, promote it and defend on the extension and fight for it, moreover suspend everything that impedes in its way through the governmental procedures from determining electoral term to disable the approval of constituting the bodies that is related to the electoral process.
The forces of Eighth of March have been deceived, but the question is what if the country remains without a parliament. For those who may say that they accept the extension because the other team is capable of disrupt the elections, so what was the loss if there was not a parliament, and the existing government is a caretaker government which is resigned instead of that government. A year ago was the end of the mandate of the president and there were not any opportunities to extend his mandate without a parliament, so the only solution for those who are afraid of dismantling the contracts of the constitutional institutions is to accelerate in organizing the parliamentary elections. But if this does not occur then the country will become neither with president nor with a parliament but just a caretaker government, this means that the first step in reconstituting the institutions is a new constitutional convention on the basis of collapsing the Constitution of Taif, and the only available choice even after two years or may be after is a new national charter, and in the worst cases the first step becomes new parliamentary elections with new law, that is followed by the election of new president. For those who say that the civil war will agitate in this case and wants us to believe that the existence of this parliament is preventing the civil war, we say sarcastically “without kidding… you let us laugh”.
The fact which the team of Eighth of March did not pay attention to is that the proposal for extending the parliament has come from the abroad, and even the team of Fourteenth of March may not know the following developments which come successively, and which occur in order to spend time for the coming new president of the old extended parliament. It stands to reason, that the parliament itself will bring a president from the same type, and the presidential change requires parliamentary change that starts from the law and ends with the elections, otherwise as long as the forces of Eighth of March have approved the extension for the parliament, so they have to accept the agreed president or to extend for the former president.
The parliament which produced the convention of seventeenth of May in such a day, and sold the sovereignty of the country to Israel by security, economical, and watery arrangements is the extended parliament, despite the availability of the opportunity of making elections in 1977 within security conditions that were much better than the opportunities of the elections of 1992, and the one who decided the extension was knowing that he wanted to elect presidents from this parliament, documenting conventions and accompanying invasions. Moreover he knows that that president is suitable for this mission so why to wade into the unknown. The national forces which accept this option of extension have accepted to commit suicide themselves, exactly as happened two years ago, and the one who does not want to tamper in the minds of the Lebanese people has to confess that holding the parliamentary elections is an implicit acceptance of the surprises, or an expression of major consensus that do not affect by the elections, and when the decision is national and depends on the democracy, then the elections will be in their date or let it be the vacancy.
Here we are once again before the truth’s hour, so let us return to the correct constitutional position, a parliament that has extended to itself that does not have enough legitimacy for electing president. So either the parliamentary elections first or there will not be presidential elections, and when the date of extended mandate of the parliament approaches its end, let us have the courage and say, because we do not want to take the risk in any kind of the types of the crime of the seventeenth of May, so neither we want the fault of extension nor the extended parliament.
