Nuclear negotiations & Sanctions’ system

The Speaker of the Parliament Nabih Berri has his own school in the political analysis which has among the Lebanese clamor an equate place for reading the major international and regional events, The Chairman Berri sees that the ongoing negotiations about the Iranian nuclear issue are an abbreviation and a culmination for two decades and a half of the regional and international phase since the fall of Berlin wall, the collapse of the Soviet Union, singing Al Taif Agreement, opening Madrid process for peace, and the launching of “ The Desert Storm” for liberating Kuwait.

The Chairman Berri says that the Western sanctions’ system on Iran has automatically fallen, and only the simple and the rational will think of another way for confrontation if not an understanding, even if we assume that the understanding is a type of new types of confrontation in worst cases, he reviews what he has heard of wonderings by Western officials about their fears if the sanctions’ system has fallen then the detente situation which will cause to Iran will lead to further Iranian support of the movements, which it supports and enhances their influence in the region, thus the speech of those Western officials about the concern of increasing the Iranian influence only obliges to adhere the sanctions’ system.

Berri answers these wonderings and analyses  by saying to the officials whom he meets that the concern is legitimate if the sanctions’ system has done its task by decreasing the Iranian influence as they call it, every patient resorts to a doctor to treat him from a disease or to relieve him from the aches, he keeps on visiting the same doctor or using the same medicine if he finds an improvement, but in case of not improving it replaces the doctor or asks for changing the medicine in worst case, so how if his condition is aggravated and for how long he must wait till he notices that his condition becomes worse and has to change the medicine or the doctor or both of them?

Berri continues to his Western interlocutors that during the sanction’s system which aims to prevent the Iranian influence and decreases it during a quarter of a century ago since the early nineties, what has happened is quite the opposite, for example concerning Lebanon, what was the influence of Iran in the past according to the West and what is now, knowing that the spokesman is a friend of Iran. How was Syria which was a part of Madrid process and a partner in “Desert Storm” comparing with Syria today which Iran is providing it with lots of strength and steadfastness elements. Moreover, in comparison between Iraq after the acceptance of Iran the International Resolution to seize war with Iraq Saddam Hussein, and likening the acceptance as drinking poison, and between the turn of Iran into a first power in today’s Iraq. Furthermore, in Yemen a comparison between few supports of Iran who are afraid just to declare their relationship with it and today’s’ situation where the striking force in Yemen are the friends and the allies of Iran in public, and between besieged Iran by virtue of Taliban and Iran which is needed by America to help in stabilizing Afghanistan, and concerning Palestine between Oslo project and in contrast, the emerging of fighting organizations from Hamas to Al Jihad and others. Berri concludes his speech by saying if there was not an agreement with Iran then the sanctions’ system must be cancelled, because of the abject failure which affected it and the revere results which it led to, and if not the openness to Iran was an outcome of an understanding with it, then there was a need to experience it as an only alternative and available for the failed sanctions’ system.

 

Berri reviews a story about the Iranian negotiations with the West by asking his interlocutor; have you heard about the American merchant of monuments and the story of the dog and the dish, his guest replies negatively, so Berri continues after he sits in his desk and speaks in the tone of a narrator “ there was an expert smart American merchant of monuments, who knows very well the cabinets of the Iranian history he headed for bazaar of Tehran wandering seeking for a deal, he glanced a dog eating in a dish near a shop for carpets, so he stood thinking, till he was certain that the dish belongs to an ancient historic era, so he headed for the merchant, but did not want to draw his attention to the value and importance of the dish in order not to ask for a high price, so he asked him saying if the dog is for sale, then the merchant replied positively and after a quick exchange of the negotiation offers, the deal has been settled with acceptable price, so the expert held the dog which he bought suggesting of joy while he dandled its fur, and he tuned to the merchant after two steps asking, could we not deprive the dog from its dish which it used to eat from it, so the Iranian merchant apologized politely, and when he asked about buying that dish, the Iranian merchant apologized seriously, thus he began offering high prices till he reached a fancy price, then the Iranian merchant told him “without this dish how can I sell everyday such a dog for a man like you?

Berri ended with his interlocutor saying that the West has bought many unnecessary things because it wanted to avoid the negotiation about what it needs, Iran has won from selling what it did not need, while it has kept what it has, and what it knows its value for the West, till the West has realized that it is necessary to negotiate directly on the dish. Therefore the negotiations seem in so far as severe and difficult as serious and open for success, So while the interlocutor is continuing in another file of the region or Lebanon, he heard from Berri an equation that at the end, many crises can be understood by applying the equation of the dog and the dish, since the negotiation is occurring on one issue and the eye is towards another one.
