Kerry is approaching the idea of the cooperation with the Syrian army such as saying there is no substitute of it, because it is the only capable, but he puts the condition of completing the political settlement as Fabius has done before.
Kerry invents a new idea; it is the entry of the Arab troops.
Upon checking, the question becomes which are the Arab troops?
Egypt is the only country which is approved as an ability which is acceptable by the Syrian country, but if it accepts, it will do that with the cooperation with the Syrian army and the Russian aviation.
When Egypt is thinking of fight through its army outside its borders, it will find that Libya is closer and has more influence on its security.
What is left they are the Gulf countries which are exhausted in Yemen.
Who wants to eliminate ISIS has to cooperate with the Syrian army.
