• Yemen and Syria are heading towards negotiation tables while the confrontations are continuing, it seems that the choice of settlements is present but the local parties are just interfaces of the outside, and the settlement is bigger than the interior.
• The settlements are not decisions, but an expression of a high cost of the decisive victory, they are not an expression of a balance among the conflicting parties, but an expression of the outweigh of one of the scales.
• When victory has a clear and a quick way, then the settlements are just mere a platform to behold the other the responsible of the failure as a kind of the political work, and also when the balance is complete among the conflicting parties then the settlements are just a platform for calming, in order to improve the situations between the two rounds.
• The useful negotiation is held in two conditions of the mutual certainty of the two parties of the impossibility of the decisive victory, and that the outweighing of the scale for one of them is decisive and cannot be adjusted, moreover the cost of the settlement is less than the loss for one of them, and less than the cost of continuing the war till wining on the other.
• In Yemen and Syria, the scale has outweighed in favor of the resistance, but the whole way of victory is hard and complicate.
• The settlements are not resolved with the interior, but with its American reference and the Saudi operator.
• The confrontations will escalate to draw the balances of the settlements, while the inner titles will fall after accomplishing the settlements.
• Yemen is paving the way.
