On days like these three years ago the Syrian President Bashar Al-Assad has stood before  the leaders of the Syrian popular bodies and organizations offering his vision for the political solution on the eve of the call for holding Genève for the first time between the Syrian government and a delegation of the opposition that has been formed according to the same rules and criteria of  forming the current delegation, the limit of the dialogue was what was known as Genève’s Statement which has been settled by the US Secretary of State and the Minister of Foreign Affairs of Russia and what included of the call for the form of a transitional governing body that suggested implicitly the departure or the stepping down of the Syrian President.

Three Years ago Syria has witnessed the recruiting of tens of thousands of terrorist from all over the world, it has witnessed threat and a preparation for a military invasion that represented by the presence and the readiness of the American military fleets in Summer 2013 towards the announcement of the state of ISIS, and the public Turkish Saudi and Israeli sponsorship of Al-Nusra Front as an official branch of Al-Qaeda organization. Days have passed and the choices were tested, the American Saudi Israeli and the Turkish projects which have settled in order to impose the explanation of the political solution which is based on the departure of the Syrian President have been defeated, and thus having control over Syria by making the opposition which has shelter in the bosom of the abroad taking over the responsibility of ruling the most important country in the Middle East. But Syria has withstood and its allies have withstood too, moreover the understanding on the Iranian nuclear program has been accomplished. Russia has positioned militarily in Syria and the reverse attack of Syria and its allies has started. Furthermore the concepts of the political solution have moved on towards Vienna and furthermore towards the UN resolution 2254. Genève is preparing to host a new dialogue between the Syrian government and a delegation of the opposition that is too much similar to the delegation of yesterday.

The resolution 2254 based on the call for a dialogue that leads to an agreement of ceasing-fire, securing the opportunities of the return of the refugees, and forming a government of a national unity that is responsible for putting a new constitution for the country, on which new elections will be settled. The US Secretary of State John Kerry has offered the explained illustrations for the opposition about the details of the dialogue and the decision, by saying that the proposed is a government under the presidency of the Syrian President with his constitutional powers and that the elections which will be available for the candidacy of the Syrian President and who wants to compete him will determine who will rule Syria.

Hereafter is the text of what the President Al-Assad has said three years ago presenting his vision of the political solution, what will make the reader surprise is that through the vocabularies and the expressions it has constituted a source of the main inspiration of the resolution 2254 and the statements of Vienna, with the difference is that the presidential perception has included a high degree of clarity and details for the stages on one hand, and more of the political and humanitarian tolerance by the call for amnesty and reconciliation within the perception of the solution on the other hand.

The political solution in Syria will be as the following:

*The first stage:

First…the regional and the international concerned countries are committed with ceasing funding, arming, and harboring the militants in parallel with stopping the terrorist processes by the militants so that facilitates the return of the Syrian refugees to their main residence securely and safely ….then immediately the military processes will be stopped by our military troops which keep the right of responding in case the security of the homeland, the citizens,  the public or the private facilities have exposed for any attack.

Second…Finding a mechanism to ensure the commitment of all to the previous item, specially controlling the borders.

Third…the existing government starts immediately of making intensive contacts with all the parties of the Syrian community with its parties and bodies for managing open dialogues for holding a conference of a national dialogue in which participate all the desired forces of reaching to a solution in Syria from inside and outside the countries.

*The second stage:

First …. The current government calls to hold a comprehensive national dialogue conference to reach a national Charter that clings to the sovereignty of Syria and the unity and safety of its lands, moreover refusing the intervention into its affairs and renouncing the terrorism and violence in all its forms, in other words, the call of the government for the parties and all the sectors of the society is for determining the criteria of that conference which will be held in the second stage. While according to the Charter it will draw the political future of Syria and will present the constitutional and judicial regime and the political and economical features, in addition to the agreement on new laws for the parties, elections, and the local administration and others….

Second…the National Charter is submitted to the referendum.

Third… a broad government is constituted; it represents all the components of the Syrian community and will take over the responsibility of implementing the items of the National Charter.

Fourth…the Constitution is presented to the referendum and after it gets the admission, the broad government will depend on the agreed laws in the dialogue conference according to the new constitution including the elections law, thus making new parliamentary elections …and everything that is related to the constitution and the laws can be preceded by the word” IF” in other words; if it is agreed in this conference…. the dialogue conference on new laws or on new constitution which the government will work on to show them.

*The third stage:

First…a new government is constituted according to the constitution.

Second… holding a general conference for the national reconciliation and issuing a general amnesty for the prisoners because of the events, while keeping the civil rights for their owners….

Third…the work on rehabilitating the infrastructure, reconstruction, giving compensations for the affected people by the events, in addition that the general amnesty will be by keeping the civil rights for their owners, because the country has the right to forgive for its right or what is called the public right while it does not have the right to forgive for the rights of others… I think if we got to this stage the amnesty must be general not by the country but by the rights’ owners then practically we will reach to the national reconciliation and each one will forgive the other.

The opposition which will not participate in the conference will say to the Syrians and to the world after all what has happened in Syria that it bears the responsibility of turning Syrian into a passage and a home for the most ferocious kind of terrorism, it did not take a warning from the lessons, facts, and experiences since it has sold itself to the devil, while the opposition which will participate must explain to the Syrians and to the world why it accepts today what it has refused three years ago, and why what was taboo three years ago becomes permitted now, who will bear the responsibility of the blood which has shed and the devastation which has occurred throughout these years to agree on  what its acceptance was available before?

The researcher in explaining the positions of the two oppositions will not find but the difference in the identity of the operator and the financer, neither the rejectionists are absurd nor the accepters are realists, both of them are slaves, while the decider is in a bank that does not want but the tempering and the devastation, however on the other bank there is a part of a project where Syria is just an arena for pressures and experiences which have been expired and its burdens become more than its outcomes.

None of the two oppositions has the right to talk about a betrayal and a stabbing in the back, both of them has ruined the country and destroyed its constructions as an execution of a envy that lives within the hears of the Gulf rulers toward Syria the history and the geography, or a translation of a malice that lives within the hearts of Ankara and Paris rulers toward Syria the history and the geography, nothing was Syrian regarding what they have done, or what they will do whether in their presence or in boycotting.

An opposition that does not deserve but the gallows of history.
