In the midst of the escalation which the bloody confrontations have witnessed in Palestine especially during Gaza war in 2008, the abject Israeli failure in breaking the will of the resistance and rebuilding the deterrence ability, in addition to the feeling of the need of a political track that fills the time before the development of the alternatives, as well as the maturity of the relevant forces on the Israeli and the Palestinian banks for understandings that are able to be discussed, although this maturity is not made up but only due to the need, distress, and the sense of impasse, thus the feeling of inability has become towards the balances of power. On that day the Americans have innovated a formula they called it the Virtual Palestinian state or the realistic one, calling Israel for initial acceptance of a country without borders and has temporary capital, it is Jericho or Ramallah, they called the Palestinian Authority for a negotiated aspiration to make the borders are the 1967 borders.
The idea of the virtual, the realistic, or the temporary state based on the game of making the fundamental differences ridiculous, and making them imposing themselves realistically in order to reach to a round of confrontation that makes it imposing solutions for these differences, therefore the acceptance will be on one formula by the two opposite parties that based on two different interpretations, in addition to the sponsors’ acceptance of the ambiguity of the two interpretations and the ambiguity of the original text without explanation, till the balances of forces decide gradually an interpretation for the ambiguity to be adopted, because when the standstill remains, the ambiguity remains, thus marking time becomes the master of the positions.
The Zionist ideology has prevented the penetration of the proposed American project, but there is something similar has re-emerged with the Syrian crisis, it was known as the common Geneva statement between America and Russia. It was understandable for each of Moscow and Washington to adopt two different interpretations for the ambiguity of the call for a body of transitional rule, and to link each allies of the two parties their consensus on the statement by their explanation of the concept of Geneva and its priorities. The powers’ balances and the rounds of confrontation have undertaken the responsibility of resolving the ambiguity and giving an interpretation, it was what Moscow and its allies wanted by the recognition that the Syrian presidency and its future is a matter that is decided by the Syrians themselves through the ballot boxes, and that the rule will be in the phase that precedes the elections, it is entitled the transitional phase according to the Syrian Constitution and the institutions and the sovereign positions that descended from it, thus the body becomes a participatory government, its task is leading the war on terrorism under the presidency and the constitution till amending the constitution and making the elections.
Once again the tracks of the political process are held, which become an ideology for the Americans who recognized that as long as they avoided the military choices in better conditions they will not involve in worse and more complicated conditions, once again the Americans use their genius in the ambiguous solutions which are subject to interpretation, everyone wants ceasing –fire for launching the political process and everyone is aware that the intended by one party is different from the other one, the Syrian country wants ceasing –fire with those who want to engage within the political process and the war on terrorism in exclusion of the terrorist groups, while the opponents of the Syrian country want it in order to neutralize their armed groups from the risks of the military resolving although they know that most of them belong to the terrorist groups, so the Americans offered a proposal of ceasing-fire without determining upon whom of the armed groups this proposal will be applied, they leave its application for the field, so their allies accepted the accomplishment, while the Syrian army and its allies apply what is in conformity with their calendar and according to their classification. The Americans are waiting for the areas on which the ceasing fire can be applied, where the armed groups commit themselves of stopping the continuation of the fighting against the Syrian country, and which the Syrian country does not consider them terrorist organizations, justin order to talk about the circularization of an example such as Rastan or Moadamieh or any site that can witness the experience of field compromises that open the door for the military truce, thus they announce the ceasing –fire which only the fire can determine its range and area.
A new round that seems necessary to give the talk about ceasing-fire its meanings, limits, and dimensions as the body which is handling the rule has gained its meaning, limits, and dimensions.
