• The crisis between Washington and Moscow has emerged from Syria because it is under the focus and because the US media which is the most powerful in the world wanted to indicate it as a reason.
• The most important is that Washington through its uniqueness; it surpassed the criteria of the balances especially regarding the nuclear weapons as the most dangerous global issue.
• In the year 2000 after Putin had taken over the control of the authority, he has signed a new understanding to restore the nuclear balance by the mutual abstention of using the plutonium which was used previously in the nuclear weapons to complicate the process, slow it down, and to reduce the number of the missiles with carry nuclear warheads, as well as to restrict the usage of this plutonium in the energy –generating reactors.
• Washington has manipulated in the application, it remained keeping of intensive production of the missiles to ensure its superiority with lower cost and huge quantity that are manufactured by the armament companies which have an important position in decision-making.
• In the year 2010 an additional supplement of ensuring the implementation has been signed.
• Till now Washington did not implement its commitments.
• Moscow betted on the understanding about Syria to encourage Washington to make understandings.
• Russia became certain of Washington’s perfection of the game of conspiracy, so the President Putin decided to leave the agreements that are dedicated to plutonium undecided and gave the Russian weapons equal rights.
• The balance is the goal of Russia, so either it will be or let the race and the danger of confrontation.
