• In the period between the election of the US President and assuming the power, he shares with the president whose mandate will end in taking the major decisions. This applies especially on the foreign policies.
• The US Secretary of State turns in this period into joint Secretary of the two Presidents practically, he is demanded to coordinate the initiatives and the non routine movements with the two Presidents.
• When a minister is one of the owners of policies that differ radically from the policies of the new president, the US diplomacy freezes for the routine matters only.
• The policies of John Kerry have formulated two issues but his quest was disrupted due to the interferences of Hillary Clinton’s team, these two issues are the understanding with Moscow about Syria and his initiative for Yemen, the reconciliation with Al Houthis and meeting their demands with unified government.
• These two issues coincide with the policy of the elected US President Donald Trump; because he calls for an understanding with Russia about Syria and calls for not getting involved in waging wars on behalf of Saudi Arabia.
• Kerry is more active these days in applying his initiative about Yemen, so he traveled to Muscat to meet Al Houthis, meantime he is connecting daily with the Russian Foreign Minister Sergei Lavrov to discuss the common initiatives about Syria.
• Who observes what Kerry will do within these two months will know Trump’s policies.
