  • The formula of the “de-escalation areas” did not link the air embargo on the Syrian army with the remaining of the flight of the supportive countries of the militants according to the formula of the safe zones which the Turks and the Americans were calling to.
  • The “de-escalation areas” are the areas of ceasing fire to achieve the separation between the factions and Al Nusra, and from within the cessation of fighting to stop the air bombardment.
  • The manipulation with words by Turkey and the armed groups imposed on Moscow to link clarifications with the identification of these areas, that the stop of air bombardment will not include Al Nusra front or ISIS.
  • Moscow says it is impossible to stop the flight of the concerned country over its territory and the allowance of the flight of other countries, so it links the stop of the flight with its full inclusion through the stop of the flight of coalition aircraft.
  • Because the issue is political and not operational and no one will target the coalition aircraft or the Syrian aircraft, Moscow sticks to clarify that the “de-escalation areas” are not areas that will be removed from the sovereignty of the Syrian state to be included in an international partnership.
  • Washington did not like the Russian position because it wants politically to show the matter from within its call for the safe zones.
  • The “de-escalation areas” do not like the concept of the safe areas.
