The Head of the Spanish Catalonian region announced that he sticks to the results of the referendum in which the Catalonians have advocated the secession from Spain, but he will not announce the independence, because he wants to have a dialogue with Madrid as a way for resolving.
The position is similar to the position of the head of the region of Kurdistan, but they differ concerning the intention of the referendum on which they hold the secession.
The referendum is a timed legal procedure initiated by the two governments of the Iraqi and Spanish regions, asking from the residents of the two regions to grant the government the necessary constitutional authorization to conduct the secession procedures.
The two governments have got the authorization they requested from the voters.
If the referendum is the solution, then the dialogue must precede it; practically the referendum is an announcement of despair of the usefulness of dialogue as stated by the speeches of the heads of the two regions.
The next step of referendum is to form a constitutional body to start the process of drafting a new constitution and a transitional government to practice the sovereign powers independently, and to ask the international community and the governments for the recognition of the new-born country.
The announcement of the desire to make a dialogue is an implicit announcement of the failure in continuing the process towards secession, and more accurately recognition of the false considerations made by the officials of the two regions about the presence of appropriate circumstances for the secession.
Now, there is no retreat from the referendum, and there will be no dialogue, because the retreat is the condition of Baghdad for the acceptance of any dialogue. Therefore, the referendum will not be translated and thus there will be no secession. This means that the erosion will affect the situation of the government of the region until an internal political change in the region will take place. This means not a short time of tension but without going to major open confrontations.
