 Russia has never said that it came to Syria to enhance the balance of the forces in favor of
Syria against Israel, but it has done that because the Syrian military capabilities in the Air
Defense system deterred the Israeli aircraft from flying in the Syrian airspace, as it did
years ago, when Israel was obliged to violate the Lebanese airspace since the dropping of
its warplane by Syria. These capabilities result from the integration of work and
coordination between two allies namely the Syrian army and the Russian army.
 It is not possible to determine whether Russia decided to deliver S-300 system to Syria,
and considering it an expression of the non-interest of Russia in Syria’s capabilities in the
Air Defense, because Israel is directly involved in that. Israel doubts the handing over of
this system to Syria or the Syrian deliberation not to use it but only in an evitable major
confrontation. After the possession of new generation, the revealing of this system
becomes possible as long as the surprises of the major confrontation are hidden.
 What is going on between Russia and Israel after the fall of the Russian plane and
the martyrdom of fifteen Russian soldiers is crucial, it thwarted all the controls of
preventing the exposition of the Russian aircraft to such threats amid Russian
suspicions of an Israeli intention, stemming from the desire of widening the range
of movements in the Syrian airspace and reaching to a stage where the airspace
must be resolved for one team either Russia or Israel. In Moscow there is those
who said that the matter has been resolved by the President Vladimir Putin and
what is going to be on the ground will reveal the Syrian qualitative capabilities
that along with its high techniques and the range of its movement will prevent the
repetition of what has happened to the Russian plane.
