The speech of the Syrian President before the members of the local councils who form a
wide Syrian parliament and a direct communication network between the country and the
society has been characterized with many aspects that dealt with the war facing Syria and
the daily life issues and considered the issue of fighting corruption as one of the four
wars; the media and psychological warfare, the economic blockade and the military war.
 The most important thing in the speech of the President Al-Assad is the issue of culture
which seemed clear that the President wants to deepen in the minds of the Syrians, it is
the culture which formed the philosophy of the President Al-Assad in confronting what
Syria has exposed to, its essence is the sovereignty, the constitutional legitimacy, and the
position of the independent decision.
 The tripartite of sovereignty, legitimacy, and independence formed a concept through
which the President Al-Assad moved from their material meaning to their moral meaning
just for that the globalization system tried to destroy it, Independence and sovereignty
may be exposed to the attempts of violation, but the most important thing is to keep the
national decision independent, moreover the legitimacy many be exposed to the attempts
of disruption and confusion but the most important thing to be a constitutional framework
that links any practice of any power with its popular will no matter what are the
conditions, obstacles, and gaps.
 The addition offered by the President Al-Assad to this tripartite was their credibility
during the difficult years of war on Syria and his turning it into a source of power in the
balances of forces.
 The alliances through which Syria waged the war were affected by that concept, so the
tripartite of independence, sovereignty, and legitimacy was the title of Syria’s allies in the
war against the enemies and in their relationships with Syria.
 The President Al-Assad presents an example for the victory in confronting all the
American wars such as the ones which Syria has been exposed to and which Venezuela
and Iraq are being exposed to differently, where independence, sovereignty, and
legitimacy are moral valuable components in adjusting the balances of forces and in the
victory-industry.
